When most beads are considered to be neutrally buoyant, that generally refers to the bead itself.  This is the case with the neutrally buoyant Mercurial Beads.

These beads are different.  The balanced buoyancy is a floating bead finely tuned to achieve neutral buoyancy with the recommended hook size.

Currently these are offered in two sizes.

Buoyancy

Float

When drift fishing, a floating bead is used to keep your presentation up in the strike zone. Can also be useful when bobber dogging to reduce snagging the bottom.

Neutral

Neutrally buoyant beads are usually preferred when bobber dogging. The bobber will drag your weight along the bottom while your bead is free to naturally drift along in the current.

Sink

Use a sinking bead suspended under a bobber like a jig. With this method, nothing is dragging along the bottom. This technique works well in low and clear water conditions.

Markings on the bead indicate the buoyancy of the bead.
